Following the adoption of UN General Assembly Resolution 71/292, the ICJ held two rounds of written submissions and public hearings.
The following time-limits were set for the filing of written submissions on the questions submitted to the Court for an Advisory Opinion:
(a)
1 March 2018 for the submission of written statements on the questions; and
(b
)
15 May 2018 for States and organizations having, by 1 March 2018, presented written statements, to submit written comments on the written statements presented by other States and organizations.
31 States, including Mauritius, and the African Union presented written statements to the ICJ.

The ICJ held public hearings from 3 to 6 September 2018 in The Hague. 22 States, including Mauritius, and the African Union took part in the hearings. The Mauritius delegation was led by the Rt Hon Sir Anerood Jugnauth, GCSK, KCMG, QC, Minister Mentor, Minister of Defence, Minister for Rodrigues, who made the opening statement on behalf of Mauritius.
